Abstract
This study examines the division of administrative and technical authority between the Investment and Integrated Licensing Service (DPMPTSP) and the Education and Culture Office (Disdikbud) of Bandar Lampung regarding the licensing of private primary schools. The research is grounded in the framework of attributive authority derived from Law Number 23 of 2014 on Regional Government, which is subsequently delegated to both agencies through the Mayor's Regulation. This study employed normative juridical and empirical juridical methods that utilized interview data collected from both institutions. The results showed that DPMPTSP handled administrative verification and formal license issuance, while Disdikbud conducted on-site technical assessments including evaluating the feasibility studies submitted by prospective schools. The technical recommendation issued by Disdikbud was binding in nature, meaning that DPMPTSP did not issue a license without it. This mechanism constituted a conditional license based on recommendations under administrative law. The study concludes that the division of authority is clearly defined, supported by a hierarchical regulatory basis and reinforced by a non-overlapping operational decree. These findings contribute to a deeper understanding of multi-agency licensing mechanisms within the education sector.
