The fee is charged only after the manuscript has successfully passed the peer-review process and has been accepted for publication. The payment of the author fee does not influence editorial decisions, which are based solely on the academic quality, originality, and relevance of the submitted manuscript.

Authors who are unable to pay the fee due to financial limitations may contact the editorial office to request further consideration.
