Abstract
The Indonesian correctional system emphasizes rehabilitation as a core objective of imprisonment, particularly for vulnerable groups such as female prisoners who face distinct psychological and social challenges during incarceration. This study examines the implementation of rehabilitation for female prisoners at the Class IIA Women’s Correctional Institution in Bandar Lampung and identifies the obstacles encountered in its execution. Using a juridical-empirical approach, this research combines normative legal analysis with field data obtained through interviews and document studies, which were analyzed qualitatively. The findings reveal that rehabilitation for female prisoners has not been implemented comprehensively, as psychological rehabilitation remains limited, lacks specialized professionals, and is constrained by inadequate facilities, insufficient regulatory guidance, and persistent social stigma. These limitations hinder effective rehabilitation and reduce the prospects of successful social reintegration, indicating the need for stronger gender-responsive rehabilitation policies within the Indonesian correctional system.
